Major Emergencies impact on people, the environment and the economy.
Major Emergencies can have local, national and international dimensions. The Welfare of our people,their community and the enviroment in which they live is a prime responsibility of all levels of government. The National Council for Civil Protection seeks to promote this essential aspect of emergency preparedness. What is the NCCP?
The National Council for Civil Protection (NCCP) was formed in 1980 under the title of the National Council for Civil Defence. Since 1982 it has operated as an all party Parliamentary group, concerned with the protection of the
citizens of this country against disasters, major incidents or acts of war.
How do we operate? Mainly through Parliament. We are represented in both Houses, by our
President and our Chairman, and by a large group of Supporters in both places.
What is our role? To review the state of Emergency Preparedness in this country and
persuade the Government to take action where necessary. To persuade Government to provide adequate resources for this purpose. To consider issues affecting the way Local Authorities carry out their
Emergency Planning/Civil Protection responsibilities, and to promote legislation to this end. (The Civil Protection in Peacetime Act 1986 was introduced as a Private Bill through our sponsorship). What needs to be done? Emergency planning should be placed on a sustainable statutory basis by the introduction of new legislation.
Legislation should include a duty of planned co-ordination of emergency preparedness. Co-ordination should be undertaken on a wide area basis under local democratic control. Co-ordination of internal emergency planning
arrangements within Local Authorities should be undertaken by those who are involved in interagency co-ordination. Emergency planning units to be of adequate size to provide for multi-disciplinary teams in which specialists can
be developed and career opportunities provided. Where County Councils exist they should be given the task of area-wide co-ordination, in other areas of the country joint arrangements should be formulated.
Inter-agency co-ordination should continue to be grant aided by Central Government. What are our political affiliations? We have supporters in all parties in
both Houses of Parliament at Westminster, and we welcome support from any member who is concerned with the safety and protection of the public. The aims of Civil Protection are entirely humanitarian and seek to protect the
wellbeing of the public during major emergencies, whatever the cause.

Organisations wishing to become involved in the work of the National Council for Civil Protection can, be granted Corporate Membership by the
NCCP Management Committee. NCCP activities. The NCCP has initiated debates in both Houses and many questions and supplementaries have been tabled as a result
of our work. A news bulletin is issued by NCCP to our parliamentary supporters and members. Future NCCP bulletins will update our information on major issues. The NCCP has an advisory group comprised of serving professionals
and other well known figures in the emergency planning world. This group produces in-depth briefing papers on current civil protection issues.
Our annual general meeting is held at Westminster and is addressed by a distinguished speaker. Who should Join?
